Germany remains the key to European problems. Nobody wants Germany to be strong again, yet no one is ready to face the consequences of keeping her ruined forever. Thus, it was decided that four armies of occupation would supervise Germany's recovery so that she could make good what she damaged and destroyed. When the Japanese surrendered, the Americans decided that the occupation forces in Japan would be American troops. They wanted an industrialized Japan as quickly as possible in America's image and within the American political orbit. MacArthur begins the task.
